Default 2008 mercedes e320 bluetec(diesel) gas mileage problems?

Ok so I have a 2008 Mercedes e320 bluetec it's a diesel engine. I've noticed that I'm not getting the gas milage I should be getting.. the main problem is it's not really when I'm driving
First off my EPA is 23 city & 32 highway. I get 30-40 highway so thats fine but in the city I usually get about 22, I know thats because of my driving but recently I've been getting about 19.. Also what I'm conceded about is one day my odometer said I was getting 33 mpg in the previous 10 miles I drove, then I got home and while I was idling(about 2 min) my mpg ave went to about 28.
This might be weird and possibly something I shouldn't be concerned about, but I'm 19 don't really know about cars and my warranty is up in 1500 miles. So if theres something Not right or seems like a common problem I really want to check this out
On another occasion I started my car and my mpg was 33 I was letting my car warm up(about 10 min) then after that time it was at 20 mpg.. That just doesnt seem right because its under the EPA mpg and I'm not even in gear.. I'm thinking its not only my driving. That's affecting the mpg.
